Can I inform the police of a scam artist?
So I got an e-mail today from a very unfortunate person in London who lost his wallet and wants me to transfer him 1500 euros and promises to pay me back when he gets home. I am pretty bored so I decided to go along with it asking him all sorts of questions...anyways he gave me his address to send him the money via western union. I live in the United States, but I was wondering if there was any way I could inform the London police or something of the scam artist...is there any way I could do that?
look up a number. or just contact your local news and show them. it gives them another story to talk about and it can be documented too kinda at the same time.

Fight the Scammers!!!
If you owe a friend money and they say forget about it do you still pay back?
Hello,
I owe a friend $150 and want to pay her back but she refuses. She lives overseas and won't plan a Western Union pickup with me, money orders are out, and sending cash is a no-no. I am finally working a stable job and want to pay her back-- it is the right thing to do.
Would you:
1) Let it go-- she said forget about it several times.
2) Pay her back next time you see her (1 year from now)
or
3) Next time you see her, offer #2 and if she refuses again sneak it in her wallet when not looking
I feel bad about this and want to do the right thing! 
you do not need to pay her, it would be wrong if you just waited for her to 'forget' that you owe her, but that is not the case
if you continue to try to get her to accept (the payment) it might just upset her (since she does not want it)
