Civilians that are not Government related gets hurt usually [just watch CNN / Sky / BBC], they get verbally abused [YA SA section some radical attention seekers], what actually does a Freedom Fighter fight - freedom or Governance. Shouldn't the term be 'Governance Fighters' or just plain 'Opposition' something?
