What would happen if a state had an election and the secretary of state refused to certify the results?
Like say Florida elected a senator, but the secretary of state refused to certify the results and didn't say why. Obviously there would be a court case and the judge would order the secretary of state to certify. But would the US senate be forced to prevent that senator from taking office in the meantime?
It would depend on the state's election laws. The US senate is governed by the 17th amendment in "seating of senators"

Letter sent from attorney on another clients case?
My attorney/secretary of said attorney sent me a letter on court proceedings concerning another party. I was confused. Is this illegal, and if so what can be done about this?
Are you saying the secretary sent a letter to you that should have gone to another client? If so:
A mistake was made. Overlook it. It didn't hurt you. Unless you told everybody about it, it didn't hurt the other client. Why would you want to rock the boat with your attorney? You want your attorney to be on your side.
Yes, the attorney accidental violated a federal privacy act. However for an innocent error, there is no penalty to him unless his normal procedures are careless and prone to accidents.
