Lately I have noticed that my hood is more.. swollen and red and the blood folds around it have become more prominent, and it's not painful per se but.. it is sensitive in unpleasant way (And no it's NOT HORNINESS, I am not a troll, I am seeking a genuine answer) so I was wondering if:
1. This could be a symptom of an STD (there are not other symptoms displaying themselves currently)? I do have one long time partner, but we're in college and you never know.
2. Does your hood keep growing? Is the size issue just.. my... hood growing?!!?

To answer you second question first, your hood does not keep growing. Or, more precisely, it does not grow out of proportion to the rest of your body. And while any sort of genital irritation is always a potential sign of an STD, your description does not immediately sound like that's the cause.
An irritated clitoral hood may sometimes be helped by soaking in a steamy tub and gently moving the skin around the clitoris back and away from the head of the clitoris itself. Don't force anything, since this can cause further pain and irritation. But gentle "stretching" can, over time, widen the opening of the hood, allowing more freedom of movement for both pleasure and washing.
If frequent bathing and gentle hood massage do not relieve the pain, talk with your gynecologist about the possibilities of a stretching procedure, among other options. The doctor can apply a numbing solution and free up any adhesions that you could not relieve. Since you have three weeks until your appointment, that should be enough time to find out whether you can get rid of the problem on your own, if you work at it regularly.
Also, it goes without saying that this is not a time for you to be having vigorous intercourse. Gentle is the key word, until you are fully healed. In fact, you might want to stick to oral sex and touching (with lube!!) for the next couple of weeks, if you continue to have discomfort.
